용산구의회 홍보동영상 - 영어(english) Korea is governed by law and the law must be followed. Welcome and thank you for the opportunity to introduce Yongsan Council to you. First of all, I would like to tell you a little bit about Yongsan. Yongsan is a beautiful and relatively small district with a population of about 250,000 residents. Located in the center of Seoul, Yongsan is famous for beautiful tourism sites for foreigners as well as Koreans. The Namsan Tower and the Hangang Park are located in Yongsan. Foreigners are attracted to Itaewon Special Tourist Zone and Yongsan Electronics Shopping Center, which is the largest electronic shopping mall in Korea. Since the first Yongsan Council was opened on April 15, 1991, the Yongsan council has been working diligently for the residents of Yongsan. Among other things, the Council establishes, modifies and repeals ordinances of Yongsan. Also, the Council approves and confirms the results of budget execution. The council also supervises and investigates administrative affairs of the execution team to ensure the best living environment for residents of Yongsan. Youngsan Council is a district council. In Korea, three levels of legislative institutions determine different levels of law. The National assembly of Korea determines the National law of Korea. Metropolitan Councils such as Seoul and Busan Metropolitan Councils establish Municipal Ordinances for the metropolitan cities. District councils such as Chong-ro and Kangnam determine the local ordinances and policies for the districts. Yongsan District council determines the local ordinances and policies which govern the district of Yongsan. Councilmen establish, modify and repeal the district ordinances and policies. Residents directly elect councilmen as their representatives and, for that reason, councilmen are very well respected among Koreans. Yongsan Council is consisted of 13 councilmen. Councilman Oh, Sae-Chol is the Council Chairman of the Yongsan Council. He represents the Yongsan Council. Councilman Park, Giljune is the Vice Chairman. Vice Chairman becomes an acting Chairman when the Chairman is not available. To manage the Council functions efficient and effectively, Youngsan council operates in a Committee system. Committees are divided into two groups. They are Standing Committee and Special Committee. Standing committees meet regularly to discuss and determine ordinary and extraordinary matters. Special Committees may be formed to discuss specific agenda on a temporary basis. Standing Committee is consisted of three committees based on their functions. Three committees are Operation Committee, Administration Committee and Welfare and Construction Committee. The Operation Committee mainly deals with the rules and operations of the Council to ensure the Council is properly run. The Operation Committee is consisted of 5 Councilmen. Councilman Kim, Kyungdae currently is the chairman of the Operations Committee and Councilman Kim, Sanggun is serving as the Secretary. Councilman Yun-Seokhoon, Councilman Park-Jeongseok, and Councilman Lee, Sangbok are the members of the Operation Committee. The Administration committee is another standing committee. The Administration Committee supervises and investigates the administrative affairs executed by the execution body. The Administration Committee is consisted of 6 Councilmen. Councilman Yun, Seokhoon is the chairman of the Administration Committee and Councilman Kwon, Yongha is serving as the Secretary. Councilman Kim, Jaeri, Councilman Kim, Kyungdae, Park, Councilman Jeongsuk, and Councilman Kim, Jongrae are the members of the Administration Committee. Last but not least, Welfare and Construction Committee is also one of the Standing Committees. Welfare and Construction Committee is mainly concerned with the convenient life of Yongsan residents such as welfare, city management, construction and transportation. Welfare and Construction Committee is consisted of 6 Councilmen. Councilman Lee, Sangbok is the Chairman of the Welfare and Construction Committee and Councilwoman Lee, Minjae is serving as the Secretary. Councilman Kim, Guntae, Councilman Kim, Sanggun, Councilman Park, Giljune, and Councilman Park, Seokgyu are the members of the Welfare and Construction Committee. The Budget Approval Committee is a Special committee. The committee approves the coming year's budget and confirms the budget execution of the prior year. Like what you have seen, District council is one of the legislative institutions of Korea. It establishes the local ordinances and audits the administration of the executing body. So, how was it?
